Introducing the 7th Cycle of the KP Government Innovation Fellowship Program

The 7th Cycle of the KP Government Innovation Fellowship Program Kicked off on October 20th, 2021. After executing the 6th Cycle remotely last year, this year the 7th Cycle Fellows returned to work from Durshal’s Government Innovation Lab.

Fellows’ Recruitment & Problem Statement Collection:

This year the Fellowship Program received an overwhelming number of candidate applications for the 20 coveted Fellowship positions, over 7500 candidates applied for the program among which approximately 90% were male candidates while 10% were female candidates. After a series of interviews and technical tests a cohort of 20 Fellows was selected for the program. Participation from the Government departments was at equal footing, where 55 problem statements were received from 31 government departments. The Fellowship team worked closely with representatives from The World Bank and KPITB to review the received problem statements and seven projects were finalized for the 7th Cycle.

For the 2021 Cycle, we are partnering with different departments, developing solutions that have the potential to empower citizens, increasing government transparency, and opening communication channels for feedback and reporting. Our Fellows will be working closely with the seven government departments of KP developing the following solutions:

1. Developing a Case Management System for Advocate General Office KP

A case management system is being developed for the Advocate General Office KP to streamline case management of the department and improve department workflows for better service delivery. The online system will help reduce case backlogs and improve file management within the department.

2. Developing a Mercy Petition System for Inspector General Prisons KP

An online mercy petition system is being developed for IG Prisons KP. The online system will help the department review mercy petitions of prisoners all across KP and expedite the process of communication between the Ministry of Human Rights and the Interior Ministry thereby shortening the time for the provision of relief especially for prisoners on capital punishment.

3. Developing a License and Product Registration System, and Citizens Feedback app for Halal Food Authority KP

A License and Product Registration System for food-related items and products is being developed for the department. The system will help the department streamline the process of acquiring food licenses that are mandatory to sell food-related items and branded food products in KP.

A mobile app is also under development which will be used for collecting citizen feedback on the quality of food in restaurants and shops, which will help ensure that the food served and sold is hygienic and fresh and to also provide a medium through which citizens can report food businesses for unhygienic practices. The app’s name will be Staso Rayee (which means “Your Opinion” in Pashto). The app will be used for food outlets rating by the public, feedback on SOPs, policies, and quality of food items.

4. Developing a Management Information System for all existing sports facilities in KP for the Directorate of Sports KP

A Management Information System will be developed for all existing sports facilities in KP. The system will also include ticketing systems and membership systems to facilitate the citizens of KP with seamless access to sporting facilities and discourage unauthorized entry to these facilities.

5. Developing a generic Monitoring and Evaluation System in partnership with KP IT Board

After receiving multiple requests from different government departments to develop M & E systems to streamline workflows and creating more oversight, the Fellows team will develop a generic monitoring and evaluation system with KPITB as the implementation partner. The system will be deployed in the M & E unit of KPITB and will be extended to other departments as a turn-key solution. The system will be developed as such that there are provisions to deploy it to other departments with minor modifications and adding new features in a short duration.

6. Developing an online complaint redressal system and mobile app for Public Safety and Police Complaints Commission

An online complaint redressal system and mobile app will be developed for the Public Safety and Police Complaints Commission. The system will help the department review citizens complaints against police and law enforcement personnel and take swift action.

7. Providing support to the Directorate of Livestock and Dairy Research on the Lab Information Management System

The support team will be working on system upgrades and adding new modules and reports to the existing Lab Information Management System developed for the department during the 6th cycle

Onboarding the Fellows with a 5-days training bootcamp:

A 5-Day Training Bootcamp was organized for the Fellows to equip them with

necessary tools and resources to prepare them for their six months Fellowship. The bootcamp entailed different training sessions and workshops that introduced the Fellows to different topics, such as Civic Tech, GovTech, How the Government Works, Design Thinking, Agile Development, Team Work, Presentation Skills and how to effectively manage their projects.

A total of 10 sessions and 2 workshops (Intro to Wireframing and Intro to Open Source Development) were conducted during the 5-Day bootcamp.
